Video without captioning is not accessible to people who are hearing impaired and, without video description, may not be accessible to the visually impaired.  A transcript of the video’s dialogue can be prepared in order to support the hearing impaired; however, computer technology is currently available that allows for the creation of captions and video description in digital video.
