Non-Competitive Procurement and Exemptions

 The Directive recognizes that special circumstances may require the use of non-competitive procurement. Those special circumstances are categorized as:

  1. Situations where non-application clauses of the AIT exist [1]
  2. Situations for single sourcing [1]
  3. Situations for sole source [1]

Prior to commencement of non-competitive procurement, supporting documentation must be approved by an appropriate authority within the Organization.

Non-competitive procurement must be approved by an authority one level higher than the authority level of competitive procurement of the same dollar value.
