Description

The Department of National Defence and the Canadian Armed Forces (DND/CAF) are seeking innovative Artificial Intelligence (AI) solutions that embed compliance-by-design into multi-sensor, multi-domain fusion workflows. The goal is to develop a modular Fusion Compliance Engine (FCE) that automatically enforces classification rules, legal constraints and policy adherence in real time during data aggregation and analysis.

Innovators can propose solutions at all stages of development. Early-stage technologies that would benefit from development funding are encouraged to participate. Solutions that have reached a mature level of technical readiness and are moving toward future testing or demonstration may apply for the funding through his Call.

Eligibility

This Call for Proposals (CFP) is open to individuals, academia, not-for-profit organizations, provincial/territorial or municipal government organizations and all industry. Federal and provincial crown corporations are not eligible for funding.

Funding Availability

Funding awarded for this challenge will depend on your solution’s Technology Readiness Level (TRL). Lower TRL solutions (TRL 1-3) will be eligible for up to $250,000 for a period of up to six months for solution development. In the design phase (TRL 4-5), up to $1.5 million in funding is available for a period of up to 12 months. Finally, during the build phase (TRL 6-9), up to $5 million is available to build and validate your prototype in various environments.

Indirect Costs

Research and development work carried out by universities or colleges is priced at direct costs plus a contribution to overhead. This contribution is a maximum take-out rate of 65 percent of direct payroll costs for on-campus work and 30 percent of direct payroll costs for off-campus work. In addition, a contribution equivalent to 2 percent of applicable and acceptable travel and living expenses must be made. See CanadaBuys Annex for more information.

How to Apply

  1. Register for the Defence Innovation Portal.
    1. Once the registration request has been submitted, Innovators will receive an email notification indicating that their registration is under review.
    2. Once the registration request is approved, Innovators will receive their log in credentials.
    3. Innovators are encouraged to initiate the registration process as soon as possible. Registration requests received within 48 hours of the Challenge close date and time may not be actioned.
  2. Log in to the Defence Innovation Portal and select the Challenge of interest.
  3. Click Apply Now and begin drafting a proposal in response to the Challenge.
  4. The proposal(s) can be saved as a draft. Once submitted, it is considered final and cannot be edited.
  5. To replace a submitted proposal, select the Challenge of interest, click Apply Now and select “Replacement submission” from the drop-down list. In the text box, enter the reference number of the proposal that is to be replaced. This reference number is provided in the submission confirmation email (e.g. CP6-6XXXX). 

NOTE: Registrants can edit draft(s) and view submitted proposal(s) by clicking on the “Proposals” tab at the top of their screen, once they log in to the Defence Innovation Portal.
