Description

The Canadian Institutes of Health Research (CIHR) and the International Development Research Centre (IDRC) have partnered on the eighth Global Alliance for Chronic Diseases (GACD) research funding call: Implementation research targeting non-communicable disease (NCD) risk factors associated with city environments. 

Research Areas:

The CIHR and IDRC funding opportunity launched under this GACD program will support projects that are examining how to implement one or more evidence-based interventions known to prevent or reduce exposure to NCD risk factor(s) associated with city environments across the following three themes presented in the GACD call: 

  • Behavioural change interventions,
  • Interventions that focus on modifying the built environment, and/or
  • Interventions that improve access to primary and secondary prevention services.

This funding opportunity will support projects relevant to the following research areas:

  1. Priority Research Area: Climate change and NCDs in cities: Projects in this research area must take an approach that includes interventions focused on reducing the impact of climate change on NCDs across one or more of the above three themes. 
    Projects including a focus on populations facing conditions of vulnerability in Canada must also include an equivalent focus on populations in lower middle-income countries (LMICs).
  2. Open Research Area: Projects in this research area are open to any of the above three themes. Projects including a focus on populations facing conditions of vulnerability in Canada must also include a focus on populations in LMICs and/or international Indigenous Peoples (including Indigenous Peoples in other high-income countries (HICs).

Eligibility

Eligibility to Apply

For an application to be eligible, all the requirements stated below must be met:

Priority Research Area: Climate change and NCDs in cities – Specific Eligibility Criteria

  1. The Research Team must be co-led by:
    1. A Canada-based Nominated-Principal Applicant (NPA) who is 
      1. an independent researcher affiliated with a Canadian postsecondary institution and/or its affiliated institutions (including hospitals, research institutes and other non-profit organizations with a mandate for health research and/or knowledge translation).
        OR (only applicable to projects involving Indigenous Peoples in Canada )
      2. An individual affiliated with an Indigenous non-governmental organization in Canada with research and/or knowledge translation mandate.
        OR (only applicable to projects involving Indigenous Peoples in Canada)
      3. An Indigenous non-governmental organization in Canada with a research and/or knowledge translation mandate.
        AND
    2. An LMIC-based Principal Applicant (PA) who is an LMIC researcher (citizen or permanent resident of an LMIC country/territory) based in the LMIC Lead Applicant Organization and residing in an eligible LMIC country/territory where the research is proposed.

Open Research Area – Specific Eligibility Criteria

  1. The Nominated Principal Applicant (NPA) must be:
    1. an independent researcher affiliated with a Canadian postsecondary institution and/or its affiliated institutions (including hospitals, research institutes and other non-profit organizations with a mandate for health research and/or knowledge translation).
      OR (only applicable to projects involving Indigenous Peoples in Canada)
    2. An individual affiliated with an Indigenous non-governmental organization in Canada with research and/or knowledge translation mandate.
      OR (only applicable to projects involving Indigenous Peoples in Canada)
    3. An Indigenous non-governmental organization in Canada with a research and/or knowledge translation mandate.

Common Eligibility Criteria

  1. The NPA (individual) must have their substantive role in Canada for the duration of the requested grant term.
  2. The Institution Paid for the Canada-led application must be authorized to administer CIHR funds by the application deadline (see Administration of Funds)
  3. If the NPA is not an independent researcher, the team must include at least one Canada-based independent researcher listed as Principal Applicant.
  4. In addition, Canada–LMIC teams must include the following participants from each LMIC in which research will be conducted (Open Research Area: LMIC status as defined by the World Bank; Priority Research Area: LMIC status must respect Annex 1 list of eligible countries).
    1. At least one independent researcher listed as Principal Applicant;
      AND
    2. At least one decision maker and/or policy maker listed as Principal Knowledge User or Knowledge User.
  5. If the project involves Indigenous Health Research, the team must also include:
    1. The following participants from Canada where Indigenous Health Research will be conducted:
      1. At least one team member listed as NPA or Principal Applicant who self-identifies as Indigenous (First Nations, Inuit or Métis) or can provide evidence of having meaningful and culturally safe involvement with Indigenous communities (First Nations, Inuit, Métis and/or urban Indigenous communities) (see How to Apply for more details);
        AND
      2. At least one Indigenous Elder and/or Indigenous Knowledge Keeper (First Nations, Inuit or Métis) OR a knowledge user who is affiliated with an Indigenous non-governmental organization in Canada with a research and/or knowledge translation mandate listed as NPA, Principal Knowledge User, or Knowledge User.
        AND
    2. The following participants from each country other than Canada where Indigenous Health Research will be conducted:
      1. At least one independent researcher listed as a Principal Applicant who self-identifies as Indigenous or can provide evidence of having meaningful and culturally safe involvement with Indigenous communities (see How to Apply for more details);
        AND
      2. At least one Indigenous Elder and/or Indigenous Knowledge Keeper*; OR a knowledge user who is affiliated with an Indigenous non-governmental organization with a research and/or knowledge translation mandate listed as a Principal Knowledge User or Knowledge User.
  6. If this research involves populations living in conditions of vulnerabilities in Canada, the team must also meet the eligibility criteria below:
    1. The team must include at least one team member (either independent researcher or decision maker and/or policy maker), other than the NPA, from the involved community(ies) listed as Principal Applicant or Principal Knowledge User.

*A Knowledge Keeper (also known as a Knowledge Holder or Knowledge Guardian) is an Indigenous person, regardless of age, who possesses the Indigenous cultural knowledge necessary for the proposed research project or activities, as recognized, validated, and authenticated by the Indigenous community.

CIHR and IDRC encourage joint applications involving team members from more than one GACD member country and will support successful applications through co-funding between the appropriate funding agencies. Applicants will be required to meet the eligibility criteria for the relevant funding agencies and the agency's specific funding conditions. Please refer to the GACD call for the specific agencies' eligibility criteria and contact the GACD Secretariat as soon as possible if you are interested in discussing your eligibility for co-funding.

Funding Availability

The total amount available for this funding opportunity is $4,000,000, enough to fund approximately two (2) grants. Of this $4,000,000:

  • $2,000,000 from IDRC is available to fund one (1) grant in the Priority Research Area: Climate change and NCDs in cities.
  • $2,000,000 from CIHR is available to fund one (1) grant in the Open Research Area.

Maximum Project Value

 The maximum amount per grant is $400,000 per year for up to five (5) years.

Co-Funding

Through engagement in the GACD, CIHR and IDRC are aligning their global health research investments with other international health research funding organizations. The GACD model enables direct collaboration between CIHR, IDRC and other participating GACD members through the co-funding of individual research projects. GACD funding opportunities encourage applicants to consider applying for co-funding from two or more participating GACD member agencies. Applicants interested in applying for co-funding should contact funding@gacd.org as soon as possible.

How to Apply

  • The application process for this funding opportunity is comprised of two steps: Step 1: Letter of Intent to CIHR (submitted through ResearchNet) and Step 2: Full Application to GACD (submitted through the Common Submission Portal for GACD Applications).
  • The following participants must remain unchanged between the Letter of Intent and Full Application phases of the competition:
    • Priority Research Area: the Canada-based Nominated Principal Applicant (NPA) and the LMIC-based researcher(s) listed as Principal Applicant (PA) (see Eligibility);
    • Open Research Area: the NPA and those in the role of: a) LMIC independent researcher(s) and/or b) team member(s) representing Indigenous communities and/or c) the team member(s) representing populations living in conditions of vulnerability in Canada (see Eligibility).
  • If the Canada-based NPA is not an independent researcher, the Canada-based independent researcher PA must additionally remain unchanged between phases.
  • Other participants can be added or removed between the two stages.
