The recently announced Tri-Agency Open Access Policy on Publications (2026) will apply to all grants and Chairholder awards, including those administered by the Tri-Agency Institutional Programs Secretariat (TIPS), awarded on or after January 1, 2027. Researchers can learn more in the Research Alert: Launch of the Tri-Agency Open Access Policy on Publications (2026).

Library Support Resources

The McLaughlin Library has developed resources to help researchers understand the revised policy and identify publishing options.

Tri-Agency Open Access Guide:

The Library's Tri-Agency Open Access Guide provides information about the policy, compliance pathways, publishing options and available support services.

Journal Publishing Agreements and Discounts Tool:

Researchers can use the Library's journal search tool to identify negotiated publisher agreements, discounts and opportunities for no-cost open access publishing.

Before using the tool, researchers should note:

  • The list of journals eligible for discounts or free publishing changes regularly as agreements are negotiated and journals move between publishers.
  • The tool displays only journals covered by Library-negotiated agreements. Many journal do not charge publication fees, and additional publisher discounts may be available through professional society memberships or other publisher programs.
  • Researchers are not required to pay publishing fees or use negotiated publishing agreements to comply with the policy. Author Accepted Manuscripts (AAMs) deposited in Canadian repositories are an acceptable compliance route, provided they are deposited immediately upon publication and made available under an open licence.

Individual Researcher Support:

The Library's Research Services team is available to support researchers in navigating the revised open access policy, publishing options and related research data management requirements. Access the Publishing & Author Support Request.

Researchers with suggestions for publisher agreements or questions about open access publishing supports are encouraged to contact the McLaughlin Library.
