Description
First presented in 1962, The Institute of Public Administration awards the Vanier Medal as a mark of distinction and exceptional achievement to a person who has shown distinctive leadership in public administration and public service in Canada, or who has made a significant contribution in the field of public administration or public service in Canada.
Georges Vanier, then Governor General of Canada, consented to have the medal known as "The Vanier Medal of the Institute of Public Administration of Canada."
A five member, independent panel of judges, appointed by the IPAC Board, reviews all nominations and makes the final determination of the medal recipient.
Eligibility
- The award is intended to recognize outstanding contributions to public administration, public management and public policy in Canada, whether in the Federal, Provincial, Territorial, Municipal, Indigenous or Academic spheres.
- Service in any field of public administration, public management and public policy, whether it is administrative or of a more specialized professional nature, should be considered to be relevant. The contributions should, however, be related to public administration, public management and public policy as opposed to purely scientific or technical work.
- Executive members of the Institute, whether national or regional, regardless of the nature of their achievements in or contributions to the field of public administration in Canada, will not be considered eligible to receive the award while holding office in the Institute or during the year following retirement from office. Past presidents are not eligible until after five years of their term of office as president.
- Persons actively engaged in politics or currently holding a political position, although they may have shown distinctive leadership in public administration or have made outstanding contributions thereto, will not be considered eligible, to maintain the independence and impartiality of the Institute.
- All nominations remain eligible for consideration for a period of three years, including the year of nomination.
Prize
The Institute of Public Administration of Canada (IPAC) awards annually a gold medal as a mark of distinction and exceptional achievement to a Canadian who, in the opinion of a panel of independent judges, has shown throughout their career distinctive leadership in public administration in Canada, or who, by his or her writings or other endeavours, has made a significant contribution in the field of public administration in Canada through public service, academic study or knowledge leadership.
