This course explores the philosophy and theory of planning and development. The course is organized into three sections: 1) origins of modern planning, 2) fundamental philosophies and theories of planning, and 3) emerging and alternative philosophies and theories of planning. Starting from the industrial revolution, students trace the evolution of planning as a discipline from early planning interventions and utopian visions to the (un)intended consequences of planning. Building on this foundation, students then explore fundamental (or core) planning philosophies and theories and the factors – political, economic, social and value – that have influenced their development. The final section of the course examines emerging and alternative philosophies and theories of planning. The relationship between planning theory and planning practice is discussed. The University of Guelph has vaccination and masking policies that may be altered with limited notice depending on COVID-19 circumstances and advice from government, public health authorities, and prevailing science. Currently, the vaccination and masking policies are paused. With the evolving nature of the pandemic, public health measures may resume with little advance notice to address the health risks.
