There are a number of situations in which academic units can appoint an individual without a competition and without posting the assignment publicly. These situations include:
For Unit 1 (TAs/GSA-1)
For Unit 2 (SLs)
At the same time, the hiring system requires us to create a posting in order for
(1) the employee to ‘apply’
(2) for us to subsequently generate an offer of appointment
(3) for the individual to earn a SP and, for SLs, the RoFR for the assignment.
These postings are created as “not-public” and will never be seen by the general public or CUPE. These postings are created only when academic units would like to extend an offer to an individual when not required to post. See: How do I extend an Offer to a Work Assignment of a "NotPublic" Posting?
It is important to include any additional information, including an explanation, in the posting "Admin Memo".
Although CUPE does not see Non-Public postings, we are required to report on the number of such unanticipated work assignments.
