It is a mandatory requirement of the both the Purchasing Policy and the Broader Public Section Procuremen Directive (BPS) to conduct competitive procurements goods and services valued at $25,000 and over, and consulting services regardless of value.
There are specific exemptions from the mandatory processes listed in the applicable trade treaties where only one supplier may be capable of providing the goods or services. In these circumstances, a justification using one of the limited tendering provisions in the applicable trade agreements must be documented.
