How do we hire for an unanticipated/emergency work assignment?

There may be occasions where academic units need to hire a TA/SL unexpectedly (i.e.: illness, resignation, withdrawal of successful candidate). In some cases, academic units have the ability to fill a work assignment without posting:

Unit 1  -  11.02 (c)

The University shall offer the work assignment to employee applicants with active applications as per the regular assignment procedure. In instances where there are no applicants, no suitable applicants, or when time and/or operational needs require that the regular assignment procedure be suspended, the University shall assign the work to a qualified person as per 11.04 in the following order ... [see below].

Unit 2 -  11.02 (c)

Where circumstances apply (as per 11.02(b)), the University shall offer the work assignment to employee applicants with active applications as per the regular assignment procedure. In instances where there are no applicants, no suitable applicants, or when time and/or operational needs require that the regular assignment procedure be suspended, the University shall assign the work to a qualified person as per 11.04 in the following order ... [see below]. 

Interpretation

An unexpected/emergency CUPE 3913 work assignment must be assessed by the selection committee (i.e., with a hiring rubric) and offered to the most qualified candidate according to the following order of priority:

1.    Current CUPE 3913 employees who applied for that specific semester and course, and/or in the case of TAs, those who selected 'Consider me for All'.

2.    Individuals who have current applications on file with the academic unit (generally within the 4 semesters).

3.    A person deemed suitable by the academic unit.

If any of the above individuals already have an application in the system, go ahead and make an offer against that application, identifying the circumstances of the appointment in the Admin. memo field.

OR

In order to fill a CUPE 3913 work assignment where there is no application in the system, follow these steps:

  • The original posting must be CLONED and made Non-Public
  • What is an "Available NotPublic” Posting? [Although CUPE does not see these postings, we provide a report on the number of such unanticipated work assignments]
  • How do I extend an Offer to a Work Assignment of a "NotPublic" Posting?
  • Ensure a detailed Admin. memo is included on both the original and the cloned postings, linking the two, and an explanation as to why no Offer is associated with the original posting.
  • Provide details in the Offer Admin Memo. that the Offer has been made in accordance with article 11.04 ( c) (or 11.07 (b), as applicable).

Unanticipated work may also arise within a current work assignment. As above, the work is first offered to the employee currently in the position then according to the order of priority above. In this case, the work can be paid at the hourly Schedule B rate.

Unless it is unanticipated work added to a current work assignment, academic unit administrators should consult with their College Manager or Faculty & Academic Staff Relations prior to filling unexpected/emergency work assignments.
