Implementation of a New Tuition Framework

The SIS Refresh team, in collaboration with partners from all three campuses, took on a new project this summer following an announcement by the Ministry of Colleges and Universities (MCU) about changes to the provincial tuition framework. In addition to a continued tuition freeze for students who are Ontario residents, MCU announced an allowed tuition increase of up to 5% for domestic non-Ontario (out-of-province) residents.

This increase is effective starting with the Fall 2022 semester and applies to undergraduate and associate diploma students, excluding Doctor of Veterinary Medicine (DVM) students. Students who are Canadian citizens or Permanent Residents and have completed high school outside of Ontario (as indicated on their admission application) are identified as domestic non-Ontario students. Approximately 450 students at the Guelph, Guelph-Humber and Ridgetown campuses were identified as domestic non-Ontario students for Fall 2022. They were notified of the change to tuition rates, and they received information about the residency appeal process if they believe they are eligible for the domestic Ontario rate.

To implement these new tuition rates, development to the billing process was required in Colleague; additional rules were created, and billing batch routines were modified. A new Colleague screen was also developed to view details of the student’s residency and, if applicable, the status of their residency appeal.
